Council defers Lexington Cove PUD back to Planning Commission

During its regular meeting Thursday night, Shelbyville City Council deferred an odinance (on first reading) back the City Planning Commission for the Preserve at Lexington Cove PUD (regulating pattern book/regulating book for the land use.) Council person Marilyn Ewing made the motion to defer. She explained that she still had some questions about neighborhood aspects of this development. The rest of Council followed with their approval to defer.

Tom Batchelor, City planner, explained about the uniqueness of the Lexington Cove PUD during the recent study session, “It is consistent and meets our future land map, representing a residential PUD.”
He showed Council the overall design which includes townhomes and residential lots. The request is for over 274 units-to be developed in 6 phases.
The City planner said during the neighborhood meeting that was held, there was a concern along the Green Hills subdivision area (off  41A Highway) about possible PUD housing units decreasing property values in their area. Batchelor said some of the lots were modified and residential cottage units were added.
“This is a phasing plan as you can see,” said Batchelor. “The Green Hills side will be in phase 6.”
Batchelor said the planning commission spent a lot of time on parallel parking within this development. He pointed out red areas on the map for public and private parking.
Traffic studies were a part of this application approval, Batchelor said. “One of the things that makes this a little bit more an exceptional PUD is the amount of connections there are to other streets.” Batchelor named Trinity Road and Vine Street to name a few that will help with traffic impacts.
